It's a commercial of jewlery, where the guy gets this girl a necklace. I think some of the lyrics are "I want to tell you that i love you" Or something like that. Well if you could tell me it'd be great.

The real version is "How Can I Tell You" by Cat Stevens. Unfortunately, from what I'm finding, it is not the version in the commercial. Someone mentioned emailing DeBeers, and they said it is in fact Cat Power. Unfortunately that version is a cover, and will probably not be released to the public.
