I would try to decide if I were letting this person take advantage of me. Why is this the only person who can stop you from crying?
You must feel very deeply and powerfully towards them, but that can be hard for you, you may be giving them too much control over your feelings, and I worry that someday that person might take advantage of that. Speak with a friend, or if you are religious how about someone from your church?
No matter what please remember that you are a worthy person, that you deserve the best in life and if this other person does not respect that, perhaps it is time to let it go.

you forgive them for whatever it was that made you cry and then you give that person a nice big hug and kiss. If miles apart prevent a hug and kiss, give the person a phone call and wish them a Merry Christmas.
If it's someone that isn't around anymore, write a letter telling them how much you miss them. Know that he or she is in your heart forever.
With all that said, sometimes it is better to close one chapter of your life so you can go on to the next one. I know that's very philosophical, but there are times when we have to let bygones be bygones and move on to the next thing in our lives. There's someone waiting for you out there.

Stop relying on that person for your emotional security. People that make you cry don't care about your best interests. Have one last good cry and go get busy with other people. Don't keep people around that continually hurt you. They have serious problems. Kick them to the curb!

Awww I'm sorry. I would go ahead and cry, then try to understand this person's motives. You might feel better if you realized why this special person did whatever s/he did; the ol' "step into his shoes" trick is often very useful.

I would go to counselling for myself so that I would decide whether to cry or not and not give that much power to someone else.

Because they usually hug you and say something to make you feel better, showing they do care, even after you were hurt. Shows they feel bad and that helps for some reason.
