get your hair done.. n explain to them what u like by showin them picyures of what u may like..
then sometime else.. go to a department store and ask them to show u some trends or styles n whatnot.. but makeupp wise.. u cant really change your whole look.. just basic stuff like eyeliner n lipsticks is what u should be wearing anyways for everyday wear
clothing wise.. go shopping with a friend or cousin n ask them what they think

First of all, I'm sorry your mom died. It must be awful, I could never do what you have, so value yourself...
1. Hair- buy a magazine like InStyle and find a picture of a haircut you like. Clip it out and take it to a nice salon and ask for your hair to be done in a similar way. It's amazing what a good haircut can do for you.
2. Makeup- Go to the mall and find a fancy cosmetics store. They usually have makep artists that do free makeovers and will tell you what suits you. You can buy the makeup after if you like it.
3. Clothes- You want clothes that are flattering and age-appropriate. You are 21 so have fun! Copy celebrity trends you like and don't be scared of making a few fashion disasters! Everybody has 'em! Look for things you like in shops like American Eagle and Urban Outfitters, and be adventurous!

I'm 15 years old too. I was 12 though when I first felt like that. The first step I took to make myself feel better was to change my hair. When I acctually took time to make my hair look nice (I got a haircut and I straighten it everyday now) I felt instantly 20 times better about myself. Then I gradually started to wear make-up. I started with foundation or powder to smooth my skin tone. After I was happy with that for two weeks or so I began to add mascarra to the routine. I did everything very gradually because, I too, was nervous someone would point it out. From there I just kept progressing. Clothes wise, I only shopped for clothes with my friends because I found they were more supportive of change than my parents. Just start, when you go out in search of clothes, instead of buying what you would normally get, spend a few extra minutes and browse around the section of clothes that you said you wanted to start wearing. If you see something you like or thats cute, what does it hurt to go to the dressing room and try it on. Confidence makes people look better also.

A great way to do it is to go to a student beauty school. Near me we have the Aveda Institute where people around your age do it in order to get their liscense and get hired. Its EXTREMELY affordable only about $25 to get your hair styled or dyed for example. They also usually offer makeup application lessons. Next go get a subscription to a magazine like Lucky, Marie Claire, etc. Your sure to get a few ideas in there. And finally take a stylish friend shopping, or if you have a few extra bucks hire a personal shopper. You'll have a new and improved you in no time!

If you want a cheap professional make over meaning your hair face and nails go to a local Beauty Collage they Will cut and style your hair do your nails pluck eyebrows very cheap.
The students do it but the teacher is watching all the time so there are no mistakes.
