They're both very good but what you must acknowledge is the fact that they both have access to THE best choreographers in the industry before they make a video or concert.
The only way to really know the answer to that question is to know both of them individually in their private lives before they became successful.
For instance Chris Brown has taken hours worth of lessons from Klowns from South Central. Ciara's also had some instruction from Shane Sparks ... as a result they both look hype when they make they're appearances on camera.

None of that is real. They ALL use choreographers. Ask who had the best choreographer and that would be solid.
