Is the baby his child? Then it wouldn't take a rocket scientist to figure out that the guy is a deadbeat dad who didn't pay his child support.

It seems you left out some rather important details, since in the normal course of events the baby should be fed nothing but breast milk at that stage, and money has little to do with that! It sounds like this baby has some serious medical problems, or the mother has suffered a major catastrophe. Very sad in either case, and the father should certainly be providing support, but I can't see how to answer without further details.

It means he's shirking his responsibility as a father. Babies are very expensive to raise, my wife and I know that from experience as we have 3 daughters. How to prove it, I'm not sure nor I am sure what a sentence for something like that would be if he were convicted.
But there is one devil's advocate question that must raised. Is it his child? And if not, does the mother know who the real father is? Not trying to provide someone like that an out, but in the court system, it is a question that would be raised by a defense attorney.

In the scociety we live in ,if you have a child you MUST PROVIDE THE BASIC NECESSITIES OF LIFE and that means food, clothing and shelter. If he has not provided money by which to feed the child , he will receive a punishment. The family courts decided how much of a punishment and how they want to apply it. I do not know much about the court system ,but I do know that the Government oftentimes becomes involved in such matters.

if its his child it means the father did not pay child support punishment could be 30 days in jail take license and fined they could wait til the father gets a job and take all money or they could make it where the father never gets to see the child punishment varys on the judge and the situation you could prove it by paperwork through courts or pics witnesses it all depends

It is another way to say failing to supply the necessities of life. An infant is not self supportive. It would not be hard to obtain bank records and receipts for purchases.
