It's the weakest, and Class IV is the strongest.
I'm afraid the first two answerers don't know what they are talking about, and I am disappointed that they would mislead people by trying to answer a serious question like this.

Class 1 is weakest (does no harm). Class 4 is generally the strongest used (causes burns and eye damage even with diffuse reflection). Class 5 accelerates at least 90 percent of the mass of an earth sized planet to at least escape velocity (aka Death Star Class).
