Yes. You have two options. One is to do an upgrade over your Win98 install or if you have everything backed up, you can do a clean install. I have posted the link to the MS info below.

If you have an option - its best to start clean and format your pc before installing WinXP. Plus Xp takes up lots more resources so make sure your computer has the requirements for it. Memory should be at least 256mb to run XP.

Yes, when you run xp install it will upgrade your win 98

Yes, just make sure you have enough system resources otherwise XP will run like a dog.
