Persistance of motion vs. frames per second.
Because of the strobe-like quality of the frame rate, it gives the impression the wheels are going backwards, especially at a slower rate of speed of the car

Because sometimes when a car is driving REALLY fast it looks like the wheels are spinning backwards.
Merry christmas!

It only looks that way on film, because of the frame rate, whan a movie is filmed a photo is taken, say, 6 times every second. So when it is played back you only see the wheel at the those times, and the illusion of the wheel spinning backward is what you get. It also works on things like airplane propellers.

Wow, I thought that was just me. When I'm stopped in my car and the car next to me is moving and I look at its wheels, it feels like my own car is moving, is that weird?

The cyclic rate of the wheel pattern exceeds the rate at which your eyes can bring images into your brain.
