Nope because in the end SSJ4 has black hair.

Actually, the lesson of the series is that good can triumph over evil even under the most dire circumstances. You just have to be REALLY powerful. The hair color is just a great added bonus. When they go from black to blond that's when you know it's going to get exciting. Personally, I liked all of them better with blond hair. Somehow it wasn't nearly as exciting to me even when Goku turned SSJ4. Of course, that's probably just due to the fact I'm female. Or it also might be due to the fact that the series really went downhill after DBZ. But that's another matter entirely.

It's the more you growl like a dog to the same 5 frames of animation, the worse anything produced by Toei Animation will be, just look at Digimon, that was just a rip-off of Pokemon, but Sailor Moon rocked.

The hair is that way to signify the energy the person has. The blond hair because the energy is giving off light, the unruliness of it because the strength of it is making it hard to contain, the length of it to indicate they posses a lot of it.

Is not about the hair color, is about the amount of hair. SS4 is the strongest transformation and look at it... is nothing but hair. When Goku turned into the Golden Ape he was stronger than SS4, which proves my point because he had more hair.
