its not just the cursing that makes a song explicit. it could be the content in the song. such as sex, violence, etc...

I think when they say a song is explicit they're talking more about what the song is about. A guy can sing about having sex with a girl and never say any cuss words.

The message in the song can be explicit in itself. Usually anything relating to sex, drugs, violence will be considered "explicit material."
