This is a very good question, and better yet, this question was worded elequently, so since it was so well thought out, I resent the person who comes on here with ignorance, this deserves a well thought out answer!
Back to the question:Yes and no. No because wouldn't say this is another act of racism, because the movies you mentioned Friday, Next Friday,(etc) are all movies that are either making fun of, or making light of real life situations in lower income neighborhoods, they are comedies, and I as a black person would give these movies low ratings anyway. They do not celebrate black culture, yet they expose bad parts of what life is like in those areas. I am black, and I don't relate to those movies in anyway shape or form. Now, if they were movies like Roots, Amistad, Civil Rights movies even Boyz in the Hood etc. they encompass what all black people go through(racism, inequality etc), so that does reflect black culture, and they deserve good ratings, if not, then it is racism. So it is important we dont generalize all black people from one group and label it as "black culture." That is what is racist with Hollywood, they only allow movies like that to get proper funding, so that the only images we see are of those that have a negative stigma, and connotation about them. When intelligent "black" casted movies come out, no one pays attention.
Yes, because this as well as the ratings system is racist, therefore you understand when someone says the words "institutional racisim." This is the perfect form. People who are in charge of rating movies are entertainment journalists and the Academy of Motion Pictures and Sciences, there are not many blacks in the Academy, and entertainment journalists are just following suit. Do I watch movies based on their ratings? Yes, because for them most part, I can tell by looking at the previews if I want to see it or not. And if all the ratings are the same, then there must be some truth to it.

Well the movie titanic was based on a historical event, so thats probably why it got such a high rating. Movies like friday, friday after next, boyz in the hood, are just comedy movies that try to take ordinary life and make it funny. Being in the ghetto as portrayed in those movies i dont consider culture, even more black culture. Now the movie Ray i dont know if it got a high rating but i would say that more focuses on history and culture. I would rather give that movie a high rating than friday or boys in the hood.
Now i know also that Hollywood has always been racist because of the number of african americans that get prestigous awards like an oscar, but since lately they have been recognized, the only thing i do not like it why they have to win an award for doig dirty things such as when halle berry won for monster's ball, and when denzel washington won for his. But if the movie is great and displays history and culture i think it should receive praise. Maybe someone will get it this year for dreamgirls.

I wouldnt say boyz in the hood got that low of a rating, cause John Singleton got nominated for an acadmey award for best director, as for the critics, they cant relate, so if they dont understand it they belittle it. Friday was a funny *** movie, yea it was making fun of what some people in the hood go thru, but most people who live in the hood may have or still do known a "smokey, craig, Deebo, or a Ms. Johnson", they dont make enough stories about the hood, people think just because you see a bunch of black actors talking with uncorrect grammer, that its bad acting, when in reality, its how a lotta ******* people talk, no matter what race you are. Then you got high and mighty black folks who dont want hollywood depicting the lives of african americans living in violent neighborhoods, saying that its degrading, to us when really is all in how you tell the story. I wish somebody would make another boyz in the hood type movie, hell they made Jackass 2

In large part, these movies portray black culture as uneducated, or in a very stereotypical manner. The characters are for the most part incredibly unrealistic, and as such, the acting isn't always up to scratch. Additionally, most writers in Hollywood are white. It's pretty hard for a WASP-y writer to properly imitate ebonics, which seem to be a key staple of most black culture films.
Your comparison between Boyz n the Hood and Titanic is also absurd. You're comparing a piece on average people growing up in a "ghetto", where Titanic was historical fiction on a short event. It's got nothing to do directly with white culture.

There are few black movies that displays african americans as educated ,succeeding in life , living in high income neighborhood
