The I/O control lines controls the I/O devices.Based on the input to these lines the controls will be given.Mostly 0 is for input and 1 for output device to be selected.

In Computers, Nothing more than Input/Output control, Another way is IRQ's. They simply allow all the devices to function all together. Kinda like having a Musical Group and everyone knows when it is their turn to start.

Not really enough information in your question to answer specifically, but in general I/O Control lines are signal lines. They change state, either high or low to indicate a particular function. For instance, a control line might go high to indicate that data is present on the bus lines. Google "Interfaces" for more specific info.
