Different employees need different motivating factors. Incentives are prime, then there is job satisfaction, participation, feed back, creativity, job security etc; whic can be applied in the particular case of employee you work on to motivate.

Managers in modern economies are leaders too and need to enjoy the confidence of their workers. A good manager will strive to enjoy the cooperation of his workers by fostering positive teamwork and analysing criticism with a minimum fallout of negativity. No matter what the context one has to realise the human touch is most essential to achieve cohesion and results. With a cohesive team no task is impossible, but with politics and chinks in the armor tasks may be accomplished but not whole heartedly.
It is with this goal in mind a manager has to be fair, and make the best judgments in the interests of his team. Daniel Goleman's book Social Intelligence and books on Leadership are helpful in shining some theoretical light in this area. Team bonding can be achieved by showing genuine concern for the employees and providing win/win solutions in times of crisis. Also the manager has to stand up for the team come hell or highwater, as and when the situation demands. This will take time. Recall the 1970 winter hockey win in the Olympics by an underdog US team ( Miracle on Ice).
Once the human factor is taken care of and trust, cohesion and commitment achieved the following objective criteria will come into play:
1) Goals and targets that are attainable but challenging. Set the bar higher as new goals are achieved and celeberate little victories.
2) Recognise performance without fostering illwill among peers within the team. Divide & Rule may not work well. Individual performers can be recognised with certificates and performance bonuses.
3) Communicate tasks clearly.
4) Provide superior training and tools for your team.
This is just a start. Long term management is more of a psychology than pure numbers. Humans are not automatons with a cranium full of megabytes and rib cages stuffed with RAM. Rum maybe but RAM naaaaaah.

* Clearly state priorities and measures of productivity.
* Clearly state incentives.
* Clearly measure performance.
* Deliver on incentives exactly as you said you would.
* Make every employee feel valued, but also let every employee know how you expect them to achieve more.
