He keeps getting kicked off all the time. Is there a better dial up service for people in rural areas?

NO! I have been there before too, and many providers consider a Dial Up connection low priority. He has two options, One being to see if the Local Cable Company has a Broadband connection in his area, the other, is quite expensive, however a Satellite Link.

Make sure the phone connection is clear of any noise. If not get the phone company out there to fix it.

Get a mini fan and put it on low aiming at the internet bo thingy. The problem is the internet box is overheating the more that happens the more its going to cost..
