According to their website:
Our images are photographs taken by satellites and aircraft sometime in the last three years. The images in Google Earth are updated on a rolling basis.

Hard question. I see images on there from 1994. I also see some that are 4 years old. But then again, there are some spots on there that have just recently been refreshed.
So honestly, i dont know, very very random and probably by demand for certain areas.

not often ive looked at my school and it burn down 10 years ago and it has the image of it before it burned down
i not sure but i think all 00-06 houses are not up there yet
