I'm not quite sure what you mean. I'm thinking, though, that the water from the washed dishes drips onto the plastic (?) drain, and remains there until it becomes a bit nasty?
When you have put all the dishes away, wipe off the drain with a sponge wrung from hot, soapy water. If you have a cup type container with holes in the bottom for silverware, make sure you clean it well. You might want to use a little diluted bleach . Rinse and dry with paper towels.
That should take care of the problem.

When I wash dishes, my draining board remains clean after I have put them away. What are you doing wrong? Perhaps you are referring to stains left by the water that has drained from the dishes, this does not constitute dirt.

Dust settles on it after a while and that is what makes it dirty just like the silverware tray.

House dust. As we move around dust circulates on the air and it lands somewhere. (one place is your draining board).

it is more than likely lime scale, the water in your area is [probably hard, i get it to, just try drying it off after you have finished.
