I assume you're speaking of videos on the net. It buffers the video so that you'll have a smoother playback. If it began playing as soon as you opened the page then the video might play faster than your connection could download it so the video would stutter. If the video buffers first it can download the first five or ten seconds which gives your connection a five or ten second gap between what you're seeing and what it's downloading at the moment.

Rereading that I'm sure that it could be made more clear than I've tried to explain it, but I gave it a shot. ;)
