I had something like this once, it came with wire but didnt work too good so i used double sided tape - or just fold normal tape into a loop. only use small amounts of clear tape so it doesnt look to messy.

There are various ways, but for using glue (especially on wood) I think most dollmakers would prefer to use a tacky, strong "white glue"... many seem to like Beacon's Fabri-Tac. Hot glue should work fine if it's a small figure and/or if it's a simple figure you don't want to go to extra trouble for though (and won't expose to heat in use or in storage).

There's much more info and lessons on that and other ways to attach hair (of various kinds) to hard surfaces** on this page at my site, if you want to check them out:
http://www.glassattic.com/polymer/sculpting_body_and_tools.htm
(click on "Hair"... then scroll down several screenfuls to the subcategory called "Hair on Baked Clay" )

**my website is primarily about polymer clay, but baked clay would generally be treated in the same way as wood

Hot glue would work the best. Just put globs on the top of the head, and stick that hair on! Just be careful not to burn yourself!
