I have already tried norton ghost with no success. I just got a new 250GB WD to replace my old 160GB. Is there a way to clone the old drive over to the new one?

Yes.

Western Digital offers a free download for their products that does exactly that.

Type in the model number of your hard drive at this site & download the free utility :

You may also want to try this free utility :

http://partitionlogic.org.uk/

Partition Logic is a free hard disk partitioning and data management tool.

It can create, delete, format, defragment, resize, and move partitions and modify their attributes.

It can also be used to ** COPY ENTIRE HARD DISKS ** from one to another.

It is intended to become a free alternative to such commercial programs as Partition Magic, Drive Image, and Norton Ghost.

Ghost works very well, as does Acronis. If Ghost doesn't work I would be concerned that there is some problem with the drive or your procedures. In the dozens of drives I've duplicated that is the only time I've seen Ghost fail.

You can easily clone your hard drive using True Image by Acronis.
