my cell phone spent all night on the hood of my car in a downpour. give it time to dry. that might be 3 days, it might be 10 days. put it in the sun or some place warm. once it dries it will work again.

I have washed my cell phone also give it a couple days to dry out and it will work like new again.

The SIM card will almost certainly be OK. The phone will certainly be dead

it depends take out the sim card and try it on another fone if it works then get a new fone with the same sim card
