In this case, the opposite of "raw" is "treated", as in the water is filtered physically, chemically, etc. to try and get the water as close as possible back to pure before it is released to the local waterways.

No, they don't cook per say....It is called "raw" because it has not been processed, broken down, cleared, and cleaned......
