In this case, the opposite of "raw" is "treated", as in the water is filtered physically, chemically, etc. to try and get the water as close as possible back to pure before it is released to the local waterways.

Prior to arriving at the filtration plant sewage is considered raw because it has not been cleansed

(There is processed sewage, but that also has a few more stages to go throuhg to be purfied water)

No, they don't cook per say....It is called "raw" because it has not been processed, broken down, cleared, and cleaned......
