1. Find out where you can rent the equipment you need but don't own.
2. Open a separate checking account for your business.
3. Print some business cards maybe 100-200.
4. Start finding job sites and let the general contractor know you're available.
5. When you get a job, show up on time. Charge a reasonable amount. Stay until the job is finished.

First question is what experience do you have in the flooring business. If none...then don't waste your time and money. If you have experience then read on...
Take a sheet of paper and write down what supplies and equipment you will need in this business (van, tools, insurance, marketing, ect...) List everything you will need. Then beside it make a column and check everything you currently have to use in this business then make another column for need to buy or get and write down what it will cost to get this. Add up the list and this is what your startup cost will be. Do you have enough money to buy these items?
First get a name for your company and make it easy to remember and be specific to your company. Then setup your corporation. I think that an LLC is best. Look up llc formation and state of minnesota on the internet and it should take you to the state's website for llc formation.
Get a license if your state requires it, get Liability insurance for your company, get some business cards and flyers and send them out in your neighboor or up comming (new houses) neighboor and also target older homes too. Goto home depot, lowes or any other home improvment stores and put up your flyer and/or business card on the bulletin board, go door to door and put up your flyers on older and newer homes.
I could write a book on this.....It's sounds much easier then it actually is. Read some books on business formation at your local library or bookstore.

If you have all of the necessary equipment then you simply need to get a business license. I don't know if you need a contractors license in order to do flooring but you could check at your local courthouses business license office. You can talk to local builders to see if they need anyone to do flooring work for them. It doesn't hurt to try good luck.

id get a government loan to start. then find a wonderful location. location is the key. and then have great low prices but enough increase to make a rpofit. but remember location is the key. and good salemanship. and have location on main street so its where people can access it easily. a big plus is have great parking so people arent cramped in a small lot. and again have someone who has the great salemanship and great people who can get to a job and lay the floors in a timely manor. and it will succeed. good luck! :)

Do you have a viable target market ? If you are simply going to sell flooring material , prepare to search for a huge warehouse style building that is accessible to the renovators, do it yourselfers, contractors and builders there. Look for loading docks, cost of tranport for your goods from the nearest ports ( by train , trucks from container cargo), proximity to local transport for your employees. Check out the competition by going around your target town or district. Check out pricing for yourself and the next towns around for the same goods.
Flooring styles generally change often, and you need to have a good turnover of inventory.
If your market study looks promising, go for it.
