The earliest known civilizations (as defined in the traditional sense) developed from proto-civilized cultures in Mesopotamia between the Tigris and Euphrates rivers in modern-day Iraq, Persia in modern-day Iran, the Indus Valley region of modern-day Pakistan and North India, the Nile valley of Egypt, and the parallel development of Chinese civilizations in the Huang He River (Yellow River) and Yangtze River valleys of China, while smaller civilizations arose in Elam in modern-day Iran, and on the island of Crete in the Aegean Sea, as well as the Olmec civilization and the Caral civilization in modern day Peru.

Indus Valley is recorded as roughly 3700 B.C.E.
Sumer is recorded at roughly 3500 B.C.E.
Caral in Peru is recorded at roughly 3000 B.C.E.


I'd say that is too close a tie to give it to anyone. Carbon dating is one thing, but FINDING the site with the artifacts is quite another. All these places are tough to begin with, but many things in the jungles of Peru were not made to last.

It was the countries of the east tht were well advanced in civilization first . but eh countries of the west though started late have moved faster and have gone ahead . the east has lagged behind .
