It doesn't "save the video" unless you are using software designed to record that web cam session. You have to tell it to do that specifically. When it is "on" and you are webcamming with someone else, it is possible for them to save either screen shots of that session, or if they have very expensive software or are very very computer savvy, they could possibly record the video session for later use. In 99.9% of the cases that doesn't happen though. Way too much trouble.

If you are using a camera on messenger, you are not saving the video although the user on the other side can. However, if you are using a SW for the camera that allows to record video and the option is turned on, then you are.
