Is this correct English ? My Japanese girl friend thinks this is correct English. I need some help !

FYI: It or it's means that something is happening right now. Was means it did happen but in the past. Going to means its happening in the future.

That should be "It was raining last night." Was is the past tense of is. You would use the past tense because you are talking about something that happened in the past (last night). If you looked out your window and rain was falling, you could say "It is raining."
