You start spending more time with your brother and do some activities like play games, help him with homework, or introduce him to internet. From this he will start spending more time with u, he himself will become intelligent. But remember, don't scold him too much and force him for anything, and also don't allow him to get stuck with computer games and forget the studies.

if he didnt obey u and he is above six year you just sit with him and watch tv and try to tell him the concept of the same i mean just give lecture (in appreciating way)and ofcourse take care that u should not change urself
automatically he will loose enjoying it
the other way it will improve his knowledge
its true it really worked for my brother who is just 5 years

slowly reduce the hours of his watching ,rather than taking extreme action once in for all
take him to the ground, invite his friends over,
but do make sure you dont let him cut down on his watching totally, reduce his seeing slowly, please, afterall at the end of the day ,he is a child,we got to look after his hobbies
