firstly i have to ask was you brought up in a religious household and was you taught it was dirty to touch yourself if so that could be your problem and you need to try and relax have a hot bath and have a go at masterbation in the bath while you are relaxed

This is obviously a psycological problem, getting yourself into the right frame of mind isn't always an easy thing to do, many men who suffer from impotence have this.
Relaxing is part of the problem but it's also about being in the right place, taking away anything that might interupt you such as phones, people,etc.
If this is a regular thing then it's learned behaviour and can be 'unlearned' with help.
Depending on how big this issue is for you there are options such as hypnosis, seeing a psychologist, a sex therapist even.
i think you'll be surprised how many men and women struggle to get in the groove. (pun intended)

This is normally due to a guilt complex, often something picked up in childhood that you will be unable to remember the root cause of.
