Go Linux and your machine can be a server. Or just use the free 15mb that you probablly got with your ISP. Get Arachnoid by Paul Lutus, its a free WYSIWYG Editor but has a fulluny functiong FTP and just about any program language you can think of. Geocities is neat, freehosts are hard to find, try thefreesite.com

There are free places like Geocities, but you don't get a personal domain name with them.
If you are going to buy your own domain name, I recommend http://www.godaddy.com or http://www.domainhaul.com. You can get good deals on the domain name, and then they have free hosting and blogs available.
