If you can suspend all rational or critical thought they might just barely be believable. And if you have a good sense of humor they are good for a chuckle or two. But in the end no rational person could possibly accept their premise or evidentary conclusions.

Also, keep in mind that the whole thing was started, put into action while Bill Clinton was still president. If you really want to believe it was a conspiracy (and you really really have to want to believe it) then Clinton's administration is the one to look at. Perhaps they wanted to make Bush look bad? Then right afterwards they whipped up a devastating hurricane.
