Consider I get the text of image file (scanned book page) using the OCR converter to MS word. Can I format and edit the in the MS word as the original one

If you got a MS word file as the output, then you can edit it. So what exactly was the question?

OCR is a way of duplicationg , that means when you edit you edit you are editing the copy

and once image is converted ... its a start of a anothetr new document !!!

Yes, the new document should behave exactly like any other MS word document.
