A similar expression is used by white South Africans (many of whom are ethnically from the Netherlands), but when they say "rooinek" - Afrikaans (a dialect of Dutch) for redneck - they are referring to someone from Britain. The Dutch got there first, and many of their descendants regard the British as recent immigrants, whose necks have been burned by the fierce African sun.

It came from the farmers in the south, who worked out in the sunshine, and their necks got sunburned, turning red. It was used in a derogatory manner.
