Tough Question. It depends on who is doing the measureing.
The Taipei Tower 101 in Taiwan measures 1670ft. But a 60ft spire contributes to much of the height.
The Sears Tower in Chicago USA measure 1454ft from ground to roof. Its highest occupeid floor is at 1431ft.
If spires, antennas, and flagpoles can be used in the measurement the CN Tower in Toronto Canada is 1815ft 5inches
