Or are they able to get the full amount in return to them? I want to return a postal money order to a "friend" who wants to me more and Im not ready. I dont want to make it seem like I can be bought or anything.

A dollar or two for the cost of the money order. They are able to cash in the money order for the full amount listed on it though.

I don't see what a "purchaser" and a "friend" who wants to be more have to do with the situation. If the money order is to purchase an item, then it is a sale and whether or not the purchaser wishes to be more than a friend or not doesn't matter.
There are fees associated with having a postal money order drawn up, and it would be that amount that is lost. Let's say the money order is for $25. It would have cost about $32 to have it drawn up, and is only worth the $25.

In Australia it would cost $3 for a money order up to $1000.

The administration fee paid when applying for the poster money order is non refundable. Upon cancellation, there will be another administration fee imposed. All in all the purchaser will lose two administration fees charged.

Depends on where they purchased the money order... some from like a check cashing place charge you a fee, Convience Strores like Dairy Mart used to sell them for like $1.00 and banks can range in fees. He should be able to take it back to the bank and get the face value minus what he paid for it in fees.

The initial charge of the money order would not be refundable, but that is minor - depends on where it was obtained - I've seen them range from $0.39 to over $4 if you get one from a bank.

Not without a receipt. Your friend needs to find the money order and that is all you can tell her.

They will have lost the money it cost them to get the money order, a buck or so.
