my stupid sister ruin all my mother's favorite stainless steel spoons by adding cholrine containing cleaner! what should i do? HELP!!!!!!

You should not get rust on good stainless steel. The grains containing iron and chromium can't be oxidized. Nevertheless you get an intercrystalline oxidation. Grains and intercrystalline zones play the role of poles in a battery. Rust can be removed with an acidic solution or products you can find on the market. To keep the spoons rost-free a fine layer of vegetable oil should do the work.

Go to one of your grocery stores in soap aisle/cleaners.
They make a brand called Cameo
one is for copper and porcelain
the other is stainless steel
it is VERY reasonably priced
