are you sure that you mean 5.5 ft = 5 1/2 ft = 66 inches
or do you actually mean 5' 5" = 5 ft 5 = 65 inches
in my experience people often mix up measurements in metric and imperial, and it is especially easy when using fractions of an imperial measurement, which is not based on a decimal
so 5.5 ft = 5 1/2 ft = 66 inches = 167.6 centimetres
but
if you are asking about 5 ft 5 in = 65 inches = 165.1 centimetres

To answer this question, you need to know that there are 2.54 cm in 1 inch and that there are 12 inches in 1 foot. So,
5.5 feet * 12 inches / foot = 66 inches
66 inches * 2.54 cm/inch = 167.64 cm

This is part of the test we give to new starters in our business - although we usually ask them to convert 1067 mm to inches and 48 inches to mm's.
The answers are 42 in's and 1219 mm (we accept 1220).
Any way your sum is
66 inches @ 2.54 cm/inch
= 167.64 cm
In the tape test would accept 167 or 168

1 feet = 30 .48 cms
so 5.5 feet is 167.64 cms
= 30.48 * 5.5/1
= 167.48 cms = 1.6748 metres

however...a suggestion.
If you are asking for the purpose of changing your (or someone's) height from feet into cm's, you will not need to express it in millimetres. you have only given the measurement in feet and inches, therefore it is _slightly ridiculous_ to make a conversion which gives you an answer to the nearest tenth of a millimetre
for all normal purposes the answer is 168 cm's or 165 cm's
