First, let's have a look at the concept of Rule of Law.

Rule of Law simply means that the law applies equally to all legal entities, whether those entities are people or corporations, whether they hold the highest office in the land or are the poorest of the poor.

War profiteers have generally managed to make their money by, in some way, skirting around the law or operating at the very edges of the law.

By definition, then war profits DO NOT trump rule of law. Not that you'll ever get the profiteers or their powerful protectors to admit it. See Halliburton and Cheney.

i dont know the answer to your question, all i can answer from is a combat desert storm vet's outlook, war profits? you mean the
companies that make millions off contracts to rebuild other countries after they drag us into war. if you look back in history
any place we had a war, this country has rebuild it or helped the economy.
how much are lives worth? whether it is our soldiers doing there duties or the enemies that are fighting for there own country.
we were attacked on foreign soil for so long, that it took us being hit on our soil to retaliate. GOD BLESS OUR TROOPS AND THERE FAMILIES

In the eyes of the Bush administration: yes.
We illegally and unconstitutionally invaded Iraq for only three reasons:
1) The Bush family had a personal vendetta against Hussein ever since the days of Desert Storm when George H.W. Bush was criticized and humiliated for not 'finishing the job' and ousting Hussein at that time;
2) The giant U.S. military-industrial complex needed to boost its sagging profits. Ever since World War II, when it became obvious how profitable 'war' could be, politicians were bought off, pricey lobbyists were hired, and special interest groups were formed to encourage and promote 'war'. Thus, the U.S. got engaged in the Korean Conflict; the Cuban Missile Crisis; the Cold War; Vietnam; Desert Storm, and - now, because another 'war' was necessary for profitability - the Iraqi invasion;
3) Dick Cheney and his gang of friends at Exxon-Mobil wants all that OIL swimming underneath Iraq's sands so that they can get richer and richer and richer as they continue to feed America's dependency on cheap, easily-accessible foreign OIL.
So, 'war' profits trump the rule of law everytime in the eyes of the Bush administration. War profiteering runs rampant as two of the largest government contractors (Halliburton and the Carlyle Group) have direct ties to the White House.
So what if more than a half-million Iraqis and 3,000 U.S. soldiers have died? People are expendable. Oil and 'war' profits are more important.
If the U.S. is truly interested in ousting evil dictators, WHY do we not put troops in the Sudan and other places where 'evil empires' exist? Because Darfur and other countries ruled by maniac despots have no easily-accessible, easily-transported OIL. So, let the genocide, starvation, rapes, and plundering continue unabated. If there's no U.S. oil interests to protect, the Bush administration doesn't give a damn.
If the U.S. truly expects to eventually leave Iraq, WHY is the U.S. building the largest embassy in the world on a 104-acre site in downtown Baghdad overlooking the 'new' Iraqi puppet government installed by the Bush administration??
Bushites continue to ignore the rules of the Geneva Convention - and other 'rules of law' - as they keep piling up grotesque 'war' profits for a handful of their wealthy elitist friends.
Now, just one more thought:
Of the five most evil world leaders in the past 75 years, only one ever faced justice.
Joseph Stalin killed 10 million of his countrymen and died peacefully in his sleep.
Adolph Hitler killed 6 million Jews and escaped being tried for crimes against humanity by committing suicide.
Idi Amin killed 2 million people in Uganda and retired in luxurious exile in France.
George W. Bush has killed 665,000 Iraqis and 3,000 American soldiers (so far) without being held accountable or being tried for high crimes against humanity.
Saddam Hussein was sentenced to death for killing 148 people in a small Iraqi village. He was the only one of this murderous "gang of five" mass killers to face a court of law. -RKO-
