I'd probably start with a vegetable cooking oil (but olive oil will have an odor you may not like --not that petroleum jelly is wonderfully fragrant by itself!).
Other oily substances that would act as thinners might be:
mineral oil (the laxative type is thicker than regular mineral oil and "baby oil" btw)
glycerin
artists' oil paints?
If you used a thin solvent like turpentine, etc., though, you probably wouldn't want to use the resulting petroleum jelly on your skin if that's how you wanted to use it.

It's an oil-based product. Oil and water don't mix.

Not with water. It's an oil-based substance.
Try a little mineral oil, that might work.
Or heating it a little so it melts.

obviously, not water or anything water based. if anything will work without just making a mess, it would be mineral oil. good luck
