For one thing, at 16, you shouldn't be walking in on your daughter unannounced. Be glad she's taking care of it herself, instead of letting a guy do it. Its perfectly normal for the age, and while I can't guarantee I wouldn't flip out over it in the situation, it is what it is. A normal human impulse for people going through/having just gone through puberty. Try knocking on her door before you go in.

Go into her room yelling and crying, pouting about how TV and society has done this to your little innocent angel. Then embarrass her further by going through all her drawers and taking her diary, teen magazines and any gadget that you see fit and tell her you won't give it back. Then demand she scrub her hands real good, and stay with her til she does.
Congrats, You have just ruined your daughter forever, she will probably never have a boyfriend... Her low self-esteem will probably keep her away from people all her life.

Laugh it off and say "so you've finally discovered the lovely thing in life" Is it a natural yes or no? and if you think not who's got the issue? Sex was here before religion, if it wasn't you wouldn't be here. maybe you and the rest of those people need to examine their answers. I've caught my daughter masturbating numerous times. I'm her step father. I asked her to close her bedroom door when she's doing it.
Her response was simply, this: Why, you know you like watching me.
So end of story. I just figure it's normal, i've done all i can do, even told her mother and her mom shrugged it off.
