What is Pokemon Arcoiris?

I know someone who lives in Indonesia who plays Pokemon "Arcoiris". I've never heard of it. I'm guessing it's a fake (would "hack" be the right word?) ie. unofficial. Could someone give me the details?

its hack of ruby , saphire & emerald with only some xtra facilities i.e some more pokemon that's all not more than that its better though
