There's This Boy With Black Hair And There's This Girl With Pink Hair.She Also Has A Short Skirt on Her. And This Other Girl Also Has Pink Hair And Rides Like A Motter Scotter And Carries A Guitar.

Anyone Know?And The Pink Girl With Short Skirt Smokes..

It sounds like "Fooly Cooly" on Adult Swim on Cartoon Network.

Takoone is the stories hero and he has two women in his life. The first one is a girl in a higher grade, but still in grade school, who smokes. She is a lust object of Takoone's father, but Takoone is too young to feel that, still she likes to hang around with him. The other female is either a teenager or a young adult with a moped and a crazy streak a mile long. She hits Takoone with a moped and his life is never the same.

Some scenes you might have seen:
Takoone has a battle in a field with guns that shoot bullets, but they must be lightweight rubber bullets because they only hurt and don't injure anyone.
The woman in an Elvis costume playing her guitar.
The cloud of steam coming from Medical Mechanica, through something that looks like an Iron from a Monopoly Game.
Strange things growing out of Takoone's head.
A robot that has a TV for a face, he can fly wash dishes and fight in a paint ball war.

The series is very short only 4-5 episodes and it is a strange satire, at one point the characters turn into comic strip characters (Japanese Manga) and that doesn't sit well with the editors. This is an inside joke on the Japanese Aime and Manga trade.
