Yes, they are, but the employee may claim exempt, which would mean the employer should not withhold income tax, or the wages can be so small (i.e. part time job at minimum wage), that the required withholding can be zero.

Here is a site that explains the employer's responsibility to withhold payroll taxes. The employer is definitely supposed to withhold taxes unless you are working as an independent contractor, in which case you are responsible for your own taxes, including Social Security taxes.

YES, unless it's a household employer (like a personal maid or nanny) or you're on a "contract" basis and not considered an actual "employee". Even an employer with only one employee should withhold and pay the employer portion of taxes.
