Yes. Jews can only eat meat of animails that chew the caw and have hooved feet. Cats or dogs have neither. Pigs have hooved feet, but they don't chew, which is why Jews can't eat pigs.
I don't know about Muslims though.

No. Dogs are impure because they carry many harmful micro-organism.Muslims are not allowed to eat the meat of such animals. Because when they are slaughtered most of their blood does not leave their nerves. Blood is impure for us. It is a good medium of disease causing micro-organisms. Blood is prohibited in the Glorious Quran. Meaning of the Quotation of the Glorious Quran: He has forbidden you only the Maitah (dead animals), and blood, and the flesh of swine, and that which is slaughtered as a sacrifice for others than Allah (or has been slaughtered for idols, on which Allah's Name has not been mentioned while slaughtering). But if one is forced by necessity without wilful disobedience nor transgressing due limits, then there is no sin on him. Truly, Allah is Oft-Forgiving, Most Merciful. ( سورة البقرة , Al-Baqara, Chapter #2, Verse #173)

Yes, dogs and cats are not kosher.

Basicaly, all land animals that have split hoofs and chew their cud are kosher.

Since dogs and cats do not have hoofs nor chew their cud, they are not kosher.
