So, Honda made V-TEC then Ford Made Z-tec and i know Mitsubishi made Mi-Vec are they all the same?

This is "gimmick" Marketing at it's finest. Think back to the OLD cars when Hi-Po was the "in" thing to have. basically it is a tag line to tell you that it is HIgh-POwer or TEChnologically advanced in one way or the other. Just a marketing tool to get the new "techies" into one of their cars.

Honda started this with the VTEC. This actually stands for Variable Valve Timing and Lift Electronic Control. The VTEC changes how long the valves remain open and when they open depending on the engie RPM. This system is what allows Honda engines to to rev up to 8000 or 9000 RPM safely, get a lot of horsepower out of a small engine, and stil make some torque at low RPMs. I am not positive about the other systems, but I would imagine that they work the same, just not as well. This technology has allowed Honda to make the most horsepower per liter of displacement out of any production car that I know of. The Japanese market Honda Integra made 200 horsepower out of a 1.8L engine.
