Yes. Just 'cause they are the best of the bunch doesn't mean they are all that great. Honesty is the best policy.

if it was a non judgemental response but very little or no description, I would put 3 to 1 stars.
If it was a very good answer but didn't give enough descriptions, I would go with 3 or 4 stars.
There was a couple occasions where I picked a best answer for a certain person, but then a couple of days later when I asked a different question on a different category, that same person gave me a mean and biased answer. I guess that person didn't recognize my nickname, so they became opinionated.

I always give 5 stars if I gave them only 1 star why would I vote them best answer? It doesn't make sense.

All the time just to wind them up real tight and so they won`t get ideas or delusions of grandeur or anything!
Sometimes, none of the answers are any good but you still gotta pick one to get your three points, right?
