If it's "bumps" probably not, however "lumps" could be. Basically are these on the skin or are they under the skin? If you have lumps under the skin then you should definitely get checked. If they're bumps on top of the skin, use your judgement. It could be pimples, a rash, or something else. It never hurts to get checked either way, but I'd be more concerned if they were "lumps"

Usually lumps within the breasts may be an indication of breast cancer. If you're worried then see your doctor.
Little lumps can be acne or blocked pores on or around the nippes. Most likely they are cysts (which is NOT cancer) or acne. Nothing to worry about, but see your doctor if you are worried.

you need to be more specific, little lumps inside the breast could indicate a proplem but then all girls have some lumps and bumps inside and those are normal. little bumos on the outside could be oil bumps or sabacious glands which are also common and nothing to worrie about. if you suddenky discover some new bump inside the breast you should go to a doctor just to be safe.

Breast cancer should not effect someone your age. It is usually in woman much older than 13. What does the lump feel like? Are you just about to start or just finishing your period? It is great that you are familiar with your body, that is the best way to keep yourself healthy. I don't know your mom, but you should learn to speak to her about things like this. She can help you a lot with all sorts of "woman" problems or concerns you will surely have. It may be hard, but just tell her. She would want to know if something were worrying you.

It is a sign of cancer, but you have to rule other things out first. Sometimes hormonal changes can cause bumps to appear in your breasts, but they`re benign (not cancerous). It`s common for girls (and boys) to get bumps in that area during puberty as well due to hormonal changes. If it really worries you, have it checked out.

Outside on your skin? It could be skin cancer, you should have it looked at before it is to late. They can do a lot if is caught early. On the other hand it may be something else, you should have it checked for peace of mind, it will not let you rest till you know.

It may just be a rash. I've always had really small little red dots all over my chest. I never thought of it though.
