you first have to draw up a one page pitch and register your idea on the writers guild website. You do not want anyone stealing it as you pitch around.
It is impossible to pitch this online or by mail.If it is a good idea it will get stolen. Each year in California there are media and screen writting trade shows, they usually occur in early January. They have forums where you can walk up to producers and pitch ideas and they give a thumbs up or a thumbs down. The other way is if you know of a less famous celebrity who you would want to have as your host. For example the contestants of the reality show on VH1 that were all celebrities and lived in the house together. Christopher Knight got his own reality show with his model bride, Flava Flav and Bridget Nielsen got their own show on VH1 and so did "Da Brat " ( even though it was short run). The contact numbers of lesser known celebrities are public record they sell those numbers anywhere online and in most cases they are listed in the white pages. You can contact a lesser known C or D lister and present to them that you are interested in having them host your reality show. Once you get a yes, then you can directly call a network like VH1, or WB network or UPN and use that celebrities name to get in the door.
The spiel would go... I am collaborating with " Carmen Electra" on a reality show concept and wish to arrange a meeting with you to discuss the particulars. Or if you are scared, you can hire an agent at 20% to shop it for you once you re working with a celeb.
Also, You can read the trades like "Variety" they are usually the first to annouce the start up of an upcoming project. The article will usually list the producers name . At that point you can contact the producer and ask for a meeting to pitch your idea. Itis cold calling but if they are just starting up, they are more inclined to listen than if they already have another idea going.
Shopping a reality show is alot of work. As they say in the industry you have got to have brass balls to get in the door.

The guy who created "Who wants to be a millionaire" had to really push to get his idea heard by tv execs... just to get a foot through the door and an ear to listen to him.
And even then they didn't buy it immediately... so he had to seduce them with a clever demonstration... where they started to like it even more.
Its not just the idea you need... the "attractive packaging" and "seductive selling" of it is also part of the hard work to turn it in to a success.
