At our church, we give people gas for their car or a gift card at the grocery store, but never cash. We also refer them to the local food pantry, or other agencies that can help. If we gave out cash, we would get bombarded.

Although many homeless people are drunks and degenerate mental patients a lot are actually homeless. I think the local government should have better work programs designed for the homeless a drug screening should be required and it should help real homeless people get on their feet. I'm not talking about welfare something else its called government responsibility not spending billions of dollars a month on some fake war in Iraq.

Do you mean "giving money" as a donation to charity or giving money to homeless people on the street?
Some people will say that it is not good to give money when homeless people ask you on the street because it only encourages them to stay on the street and beg and NOT do something to better their lives. But know this, not everyone who are homeless are there by choice. There may have been some circumstances in their lives which were traumatic or so life-changing that they became victims of such circumstances. ANYONE of us could experience this in our lives - including you and me. Not all of them feel proud to ask people for money.
There is a story of a woman who was approached by two homeless men asking for "spare change" in front of a fast food outlet. It would have been easy for her to walked passed them but she was perceptive enough to know that the men were THERE because if they get enough "spare change", they can go inside to keep out of the severe winter cold. You see, for them to be able to go in and keep warm - they have to buy something. All they need is enough money to buy ONE drink - then they can stay warm for a while
She didn't give them any money. She took them inside and bought them both a breakfast.
What would you have done?
I guess there is no right and wrong answer. No yes or no to your question. What can you do? If you decide to give to one, what about the others? I You can't give to ALL OF THEM!!
May be - DON'T give them money but help a fellow human being in a practical way if you can.
I hope this helps answer your question

Yes if they need it and I have enough I will deffenlty give them money. Not all of the homeless use it on drugs, some actually do like to eat and have clean water to drink everyday.

Yes. Not all of them are drug addicts or alcoholics. Some of them are regular people who have genuinely fallen on hard times and the government does not provide well for people who are able to work but just are not making enough money. Plus it's not like you are giving them a huge amount of money. It'll probably be under a dollar for most people. Give. You may be needy someday!
