Start small, like at your high school. Try out for plays at school or at a community theatre to help build experience. If you can afford it, check around and see if there are any acting classes in your area. If there is a college in your area, you can check with their film or drama departments to see if they are casting for anything and try auditioning.
Really, you need to build up a resume with small, unpaid, non-union things first. Then you can look into headshots and agencies. But I would try and start building a resume before you spend money on headshots or agency submissions, as those can be costly and often will lead to nothing if you don't have suffecient training and experience.
Also- if you are looking to contact agents, remember- NEVER PAY an agent upfront!!! They should only get paid if you are booking paid gigs. John Robert Powers is a scam, please don't fall for it. There are tons of scams similar to JRP, watch out for them.

Depending on which state you are in there is different things available, I stay in Chicago and we have Second City which is also located in other states, they have a list of states on their site. They have acting classes for teens and Second City is a very good company, a lot of actors on TV come from second city, a lot of Saturday Night Live actors and others come from there. Also in Chicago we have the Stephenwolfe Theater which has a acting program for teens and they even put on a production during the year it is very professional and get as much acclaim as the adult shows. Also try local universities they usually have programs for teens. Whatever area you stay in there should be a theater company that you can call for acting classes, if you can do Second City if it is in your area.

Participate in talent searches whenever you get the opportunity, or you can get an agent, who is helpful in the acting business; they can get inside info on all of the current gigs and they also take off all the stress of finding a job so that clients can focus on the audition.
