i would go to a vet, or look up on yahoo home page, the turtle and signs of illness etc.

Sorry to hear about your turtle. I don't know much about them myself but I did some looking and found a couple of sites that might help, if not in identifying what's wrong with him at least they might help in basic care for his current situation.

The first page linked below has a very extensive list of ailments and the proper course of treatment. There's a section that mentions the turtles eyes being swollen shut, though I don't know if that's what's wrong with yours. It also mentions weight loss/being skinny. There's also some mention of problems with the shell, so you might find something on the page to help you. Or you could even post a message there and see what they think. They seem very knowledgeable.

The second page I've linked to lists symptoms that should be seen by a vet as soon as possible since they're considered emergency situations. It doesn't sound like your turtle is that bad off but the information could be helpful to you in the future.

Sounds like lack of Vitamin A to me. I would recommend a vet visit..

But you also should soak the turtle. Water can loosen any irritants in the eyes (and help bowel movements). Most pet stores sell a turtle eye drop, it contains high levels of vitamin A. Make sure you are also using a vitamin supplement onthe food. Exposure to natural light is the best or use artifical full spectrum light, available at the pet store as well.

One more thing, as with all turtles, cage cleaniless is key in happy healthy turtle. Clean everything with 10% bleach solution and rinse well!

You've got several sitations going on here. Malnutrition, shell rot and an eye infection. These might all be related to basic care issues.
