Yes and no because you are essentially a part of the elevator. You are moving at the same speed the elevator is moving at. The only reason seat belts work in cars is because of the forward motion. But if there where seats on the walls that had your feet not touching the floor then it would help some. It all has to do with inertia. If you try to jump before the elevator hits the ground you are still traveling as fast as the elevator so all you are doing is delaying your broken legs but a fraction of a second.

No, you're still falling at the same speed as the elevator. It is just like riding in a car with safety belts. You will still be hurt in a crash above 5 mpg.

Its rare that an elevator falls to begin with so I wouldnt see the need. Elevators do in fact have emergency cables hooked up to the shafts for that very reason as well.

There a safety brakes on elevators if the elevator falls to fast they stop the fall.

Its the sudden stop that is going to kill ya. Belt or no belt 100mph to 0 instantly means death.

People still die in cars when they are buckled. There would still be an impact even with belts.
